The Russian language program offers these ways to satisfy the Arts College foreign language requirement:

Russian 1103 is designed as "additional" conversation practice for Russian 1121, but in some ways it is a more important course than the "main" course, Russian 1121. After all, in 1121 you learn to speak Russian, but in 1103 you speak it.

Regardless of the language requirement, you should consider one of these tracks for your first- and second-year Russian language studies.
